Summary of the October 4 meeting of the General Executive Council Held at Elm Springs, Tennessee.
1. Meeting opened with a prayer, Pledge of Allegiance, Salute to the Confederate Flag and the reading of The Charge.
2. Minutes of the pre-convention and post convention GEC meetings held at Concord, NC, as well at the minutes of a teleconference GEC meeting, were adopted.
3. Executive Director Ben Sewell gave a report: SCV membership, as of October 4, 2008, is 30,861 members and dues are coming in at a good pace, a letter signed by Jefferson Davis, while serving as acting Secretary of the Navy, was donated to Headquarters by Compatriot William C. Austin Jr of Maryland and that the Southern Mercury will cease publication as the end of 2008. Also reported was the Relief Fund is available for those Compatriots that have suffered in the recent hurricanes and other natural disasters.
4. The GEC voted to accept the member death benefits program as proposed at the Concord Council meeting.
5. The Budget and Finance Committee reported to the GEC on several requests for funds:
A. The GEC voted to 3K for the Kirby-Smith Camp in Jacksonville, FL to complete the restoration of the United Confederate Veterans bandstand. The camp has invested a large amount of its own funds in the work done so far and this appropriation will allow the work to be completed.
B. Bentonville Monument - GEC voted to provide 15K (provided the Camp raises the balance) for a statue of Gen. Joseph E. Johnston at the entrance to the national park. The land where the statue will be located will be donated to the SCV.
C. Basil Childress Flag Case - GEC voted to provide funding for the defense of Compatriot Childress in the October 28 court hearing regarding the charges filed against him due to his placement of a battle flag in the window of his hotel room in Concord, North Carolina. Approved plan to solicit funding from the membership to pay back heritage defense. Monies above the amount funded will stay in Heritage Defense and set aside for continued litigation if needed, with opinion and review from the Litigation Committee and the Judge Advocate-in-Chief. If the case does not proceed further, monies received above the amount funded will be retained in Heritage Defense.
D. SLRC - GEC voted to appropriate funds for a fund raising mailing for the SLRC. This mailing is the same as was done and supported by the GEC three years ago. In the previous mailing the SLRC paid the SCV back from the funds raised. The SLRC has committed to repay the SCV for the current mailing by March 31, 2009.
E. Tilghman House - GEC voted to appropriate 74K to pay half the existing mortgage on the Gen Lloyd Tilghman house in Paducah, KY. The current owner of the house will pay the other 74K due on the mortgage and donate the entire house to the SCV. The SCV already owns the parking lot adjacent to the house. The operation and maintenance costs for the house will be borne by the Kentucky Division and the local camp.
6.The Litigation Review Committee reported to the GEC.
A. The Committee recommended the SCV support Compatriot Adrian McLaren for his firing due to having a State of Mississippi SCV license plate on his personal automobile. The GEC voted to support the legal action against Compatriot McLaren's former employer in Memphis, Tennessee.
6. Lt. Commander in Chief Michael Givens reported on several items:
A. The Recruiting and Retention Committee will send letters to members who have become delinquent during the last few years asking that they rejoin the SCV. Depending on the response to this mailing additional mailings can be made to other former members in earlier time frame.
B. Lt. Commander Givens is making a Sesquicentennial video.
C. Reported an "in the box" recruiting display is being developed that camps can borrow, only paying the shipping costs, from Headquarters for use at festivals etc... Once the event is over the camp then returns the display to Headquarters.
D. Reported on his trip to Boston, MA to bring greetings to the SUVCW.
E. Reported on the Family DNA program.
8. Heritage Defense Committee.
Chief of Heritage Defense Frank Earnest reported on the propaganda that now passes for the informational video at the new Gettysburg National Park visitor center.
9. The GEC met in executive session and reported the following actions:
A. Curt Tipton will become the Field Rep for the ATM in 2009
B. The Contract for the Editor in Chief was renewed and the compensation for the Executive Director was approved.
10. The GEC reviewed the report of the ANV Inspector regarding the disputed division commander election in the Maryland Division. After a lengthy discussion the GEC decided there was no compelling reason to overturn the results of the election.
11. The possible purchase of a 10 acre parcel of land adjacent to Elm Springs was discussed. Executive Director Sewell and Adjutant Mark Simpson will discuss the purchase of this parcel with the land owner and report the results back to the GEC.
12. An Honor Code was adopted by the GEC. This Code is as embodied in the Constitution. Also adopted was an advisory guideline for use by the Disciplinary Committee. This issue was one that the membership asked the GEC to examine through the passage of a resolution at the Concord Convention.
13. The Report of the Sesquicentennial Committee was given to the GEC. The GEC adopted the recommendations in the report of the Sesquicentennial Celebrations to be organized by SCV Headqurters. The events / dates of the Sesquicentennial Celebrations adopted are below:
2010 - Signing of the Ordinance of Secession in South Carolina (December, 1860)
2011 - Establishment of the provisional capitol in Montgomery, AL (March, 1861)
2012 - Establishment of the Confederate States government in Richmond (February, 1862)
2013 - Old State Capitol in Jackson, MS
2014 - Kennesaw / Marietta , GA
2015 - Last Confederate Command to surrender in Shreveport, LA (May, 1865)
14. Cadet Membership Pins - The GEC reviewed some proposed designs for the Cadet membership pins. The CIC will refine the designs and present them to a future meeting of the GEC.
15. GEC voted to begin the process of building a new office building / museum adjacent to Elm Springs. The name of the museum will be The Confederate Museum.
16. The next meeting of the GEC at Elm Springs is tentatively set for March 28, 2009.
17. Commander In Chief McMichael presented a resolution, which was adopted by the GEC, to name 2009 the Year of Dixie as 2009 is the sesquicentennial of the song Dixie.
Meeting ended with a benediction by Rev. Fayard and the singing of Dixie by all.

Combined Federal Campaign (CFC)
The Sons of Confederate Veterans (SCV) has been approved as a Combined Federal Campaign (CFC) charity for the sixth consecutive year. This designation enables SCV members, their family members, and other friends of the organization who are employed by the federal government to donate a portion of their charitable giving to our organization.
The annual fund raising campaign is held in the fall of each year when military and civilian employees of the Federal Government are urged to donate a fair share of their income to the charity of their choice through the Combined Federal Campaign. Once again the SCV may be designated as the recipient of their generosity. The Sons of Confederate Veterans' CFC number is 10112. The SCV is very appreciative of the many gifts received from federal employees since the 2003 campaign.

The events in Concord at the Wingate hotel is of high interest to many Compatriots, therefore here is an interim report on the above subject.
We believe some positive developments have occurred which indicate the direction we are taking has been effective thus far.
This report concerns the latest developments relative to the blatant actions by the owner-franchisee of the Concord, NC, Wyndham-Wingate Hotel during the recent SCV reunion there.
A short summary of the incident is hotel management objected to Bazz Childress, Lt. Commander of the Kentucky Division, for displaying a Confederate battle flag in the window of his hotel room.
Hotel management ordered Compatriot Childress to remove the flag. When he courteously refused, the hotel owner called the police, made charges against Compatriot Childress, and evicted him.
We immediately complained by certified letter to the CEO of Wyndham-Wingate parent corporation. After some delay we received a response from their legal department which apologized for the incident and informed us the parent franchisor has notified the owner-franchisee that he is on his own, in effect, to expect no help or support from the parent organization. They also informed us that they had forwarded the complaint to the local franchisee and "expressed their concern" over the situation.
Commander Childress has counsel that is pursuing the complaint in Concord. It would appear likely that the original court date will be postponed. We also have legal guidance that has developed our strategy which we intend to pursue until this matter comes to a final conclusion.
We will keep you informed as the case progresses.
